My solitary confinement cells are 1x1 size cells.
I'm somewhat lost as to what problem you are having. Give us more info or images if you think it will help us understand your situation.
They can also be constructed (designated as) outdoors, and not indoors (if you want).
Yes. I agree with you. Most of my solitary cells are inside, because you then have better lighting to see inside each cell (especially at night). But I do have some outside solitary cells where I keep my Legendary prisoners (by having these cells outside, I can place a sniper tower at a distance, in front of the cell door, and if they "act-up," the sniper will shoot and "injure" them to stop their misbehavior).

And, they're going to be more important than you may initially think. Any decent cell-block will likely have some Solitary cells stacked onto it.
You may wish to even put one or two for every ten cells... It all depends, really, and for your first block before you've gotten a lot of nice services for your prisoners, you'll need more. :)
Two big things to note: Designating Zones and "Doors." These are the big control factors and logic gates PA uses. PA provides you with a nice handy "checker" list of requirements for every room type, so you can experiment with that and learn as you go. It's a VERY nice in-game thing to have, IMO. If you can satisfy it, the room "works" no matter how screwed up it is. :) (I tend towards 1x2 Solitary Cells, 'cause I'm not a complete monster. :))
