Fix that worked for me: add lockup to regime, its a prison after all.
I thought it was a bug but it could be intended. Very odd to gatekeep it behind having a bad prison though lol.
Edit: Just to add it has been this way ever since the DLC was released. Same as criminally insane never attending parole no matter what has always been a thing. Personally I think something odd goes on with Criminally insane prisoners and the classes they can attend that needs looking into, but seeing as they haven't been touched in a long while, who knows what is intentional or not.
If you want to know what is truly odd Criminally Insane inmates will never attack orderlies meaning a single orderly can theoretically stop every rioting CI inmate.
