It's been awhile since I used the planning function but it doesn't look like it does anything except leave an outline? You then need to fill in the outline with the correct build item. Testing real quick on the next chunk of dorm I'm putting in I'm pretty sure turning on "autofoundation" is just a visual thing to show your planned rooms filled in instead of leaving single wall outlines like say for an outdoor yard. I still used the foundation tool to fill in the new dorm room after marking it with the planning option.
Essentially use it for blueprinting so you can ensure all your rooms fit correct, space for halls and so on. Is way to make awesome looking prisons.
It works just fine as you suggest, a blueprint tool that you build over normally whenever you get around to it
