The Scanner Machine will be under the utility tab, and you have to research surveillance to see them in the list.

Thanks for your quick answer. I don't know why I could use it before without the DLC, but I'm glad to hear that I'm not missing so much ;)
Just because they do not detect metal does not mean they are useless. They are added to real life jails and prisons at reception. They scan bodies for drugs. In game, this keeps the inmates from becoming violent, picking up criminal behaviors, and prevents addictions. Its a very tactical component of the game that one could argue is even more useful than metal detectors.
While I understand your interpretation, this wasn't quite what I meant. It was more that I see (apart from the immersion of having an item replicating RL prisons and as a function to cut down on contraband) very little if any improvement to incoming contraband versus having metal detectors and dogs. I appreciate their RL application, and that in some prison designs they may be more beneficial, however I was only really trying to assure OP that their function is more that achievable with or without DLC that adds scanners. Hope this makes sense!
