Why is none of my prisoners working in my shop, mailroom or library?
I'm not sure if this is a bug from the recent update, because i haven't paid that much attention to it before, I know for a fact that all those 3 things mentioned above have worked in the past, and all my other things like the laundry or workshop still works as intended.

I have 2 3hour periods of Work/Freetime with additional 3-4 hours of freetime in between those work hours. I don't have much to go on other than the fact that my prisoners seem to be in need to luxury etc (which explains the problem of no one working in the shop) and a lot of my prisoners seem to be in solitary (100+ most of the time, i have about 160 prisoners). The Shop has no Shop Shelves for goods.
No idea for the mail room.

Also, what do the Security Sectors look like? Your prison is almost rioting which also influences prisoners' will to work. You also seem not to have enough prisoners for all jobs.
Hard to see what's going on here.

you definitely have too few freeroaming work-ready prisoners to man all these rooms.
remove workspaces from workshop and laundry until only orange spots remain, then a few more and this should free prisoners to take spaces in other rooms.

I think they prioritize Workshop and Laundry (and probably also kitchen) when selecting a place to work.

Some questions so we can try to find the issue, if not a bug:

1. Are these places zoned for specific security sectors? If so, only prisoners in those security sectors can work there.
2. In your policy, do you allow prisoners of all sectors access to shop and mail?
3. Do you have enough prisoners to fill every job in prison and still have some available for these jobs? In my experience they prefer the "big" ones first, like workshop, laundry and cleaning.
4. Do you have a lot of programs happening at the same time? Maybe your prisoners are doing them instead of working.

If you have second chances DLC you can go to finances and set the salary for these jobs higher so your prisoners will prefer these jobs better than others.

Remove some of the "available" jobs from the workshop and laundry. That's the easiest way to divide up the laborers.

Also, you're at max-heat in your prison. I'm also guessing most of your prisoners are very suppressed. High heat, high suppression, and low safety will stop your prisoners from wanting to work. On top of that, your working prisoners won't have time to buy anything from the shop, which removes an incentive.

I think you need to resolve some of your needs before your luxury needs, reduce the chances of trouble in prison, and relocate your guards to prevent excessive oppression.
There are many prisoners in prisons, but I think fewer prisoners can afford to work.
In other words, the total number of "job seekers" should be quite small.
In such situations, prisoners should not be allowed to handle work that staff can handle.
It is probably important to significantly reduce the number of job openings in the laundry room.

Also, for example, when any prisoner is working in a shop, they cannot shop themselves.
Therefore, it is desirable to combine "complete free time" and "working or free time" time zones.
