Ever since they introduced immunity the virus outbreak isn't that difficult, or important. Just plant paramedics/doctors in busy areas and they'll give everybody a syringe.
Unless the prison is really large, the re-infection of a prisoner is highly unlikely.
Anybody who has been "treated" is immune to the virus for a long period. Additionally, the disease doesn't really have any important effects, as long as it's not deadly. And the deadly virus can't be treated, so isolation is the only way to get that one done anyway, medics don't help.
Unless they updated it again and I don't remember.
