Prisoner Luxuries

Anyone know to fufill this need with prisoners that work? Im having issues with this as many prisoners cant buy things at the shop as they are working while the shop is open during work time. Any solutions appreciated :)

I only have max sec prisoners though

Nope, small prison atm, and normally keep protected in seperate blocks where they wouldnt be able to get to the shop

I don't know whether it's working, but I'm trying a regime where they work/free for three hours, then free (or anything, sleep, eat) to force them out of the workplace, then work/free again. my hope being by chance the ones that were working, might end up in free, and get to purchase luxuries. Since shop is unskilled anyone can work it.
