Report a translation problem
If they are fulfilling their excercise needs in their cells or another room, they will not go to the gym
The yard is accesible while freetime and yard time (Is that the word ?).
The run floor (Do I translate correctly ?) is just a requirements to get more quality on the yard. Prisonners and staff walk faster on it but prisonners won't do their jogging on it. I don't think it count as an exercice for prisonners.
Prisonners only use exercise equipment when they have the need "exercise" and very shortly.
It could also be because they don't have acces to the yard or the gym.
