Prisoners not using weights or mats

I have an exercise room and equipment in the yard, still my prisoners doesnt use them, never have, why is this? They have never ran aswell. Do they do this in their free time, i dont understand? Please help because i want them to use the equipment, thanks! Also i dont have gangs on.

Yes, they do this in their free time.

If they are fulfilling their excercise needs in their cells or another room, they will not go to the gym

Prisonners can have access to exercises rooms in their freetime.

The yard is accesible while freetime and yard time (Is that the word ?).

The run floor (Do I translate correctly ?) is just a requirements to get more quality on the yard. Prisonners and staff walk faster on it but prisonners won't do their jogging on it. I don't think it count as an exercice for prisonners.

Prisonners only use exercise equipment when they have the need "exercise" and very shortly.

It could also be because they don't have acces to the yard or the gym.
