That way you could keep them happy by just stuffing their cells with goods, so they don't get upset but also stay where you want them.
For PCs, I usually construct a tiny-prison of their own, with canteen, common room, library.
Also, do you have to designate every single other shared area to a certain security? Since you can't just exclude securities, what prevents their cell from getting reassigned to another shared tier or them deciding to go to lunch in the shared canteen?
If you don't want them to go somewhere, simply put a "Staff Only" area in between the Supermax and Shared area, so they don't mingle.
I think you can manually assign them anyway, but that's up for you to find out. The last time I tried it was an incredible hassle to deal with cells surrounded by Staff Only. I can't recommend trying.
