Prisoners who want to work after 8pm will still have a chance to do so, while the rest of your prisoners will go to sleep anyway - Sleep regime is not needed for that. Prisoners who stay up during the night to work, usually will go to bed at 6am and sleep for an hour, then be fit to go to the yard and eat something. If they need to sleep during the day, they can do so due to Work/FreeTime schedule.
I did have one prison where I made all of the Workaholics Supermax, a group I physically isolate using the same tactics as Protected prisoners. Workaholics stop working when they can no longer access any work tasks, so they would clean their wing of the prison and then stop once they finished all of the tasks in their zone. That may be a little much for normal play, and does involve some specialized construction, but should reduce or eliminate the issue.
