Report a translation problem
In our education system over here in Europe, kids get their first half of sexual education in fourth and fifth grade (at least it was like that when I was that age, although that's close to 30 years ago now) with photos of naked people that show what everything looks like and I even remember a little comic-style movies that showed how pregnancy works from beginning to end.
So it might be my cultural background having had this education when I was your sons age, but if your nine year old kid doesn't yet know how human procreation works, yet is completely fine with and apparently knows much better about the above concepts of death and violence, I would say there were some serious flaws in his upbringing (sorry, I mean no offense to you personally, just the american opinion on educating kids in important subjects).
Granted, Steam and creators need to do a better job of making the ratings more obvious, but unltimately it's on the parents to be more vigilant in investigating a potentially risky product.
Any parent buying a game for a child should always pre-play the game before their child if underage. However if you are ok with the little one getting exposed to Prison-ish content, of rape, drugs, gangs, violence, murder, (human moral corruption in general) .. etc, but get turned into livid rage monster about some sweet lovemaking under the sheets. Something is wrong with that.
However if you want to complain to anyone, complain to the indie developer who made the game for not heeding the rule of CYA(Cover Your Ass) and being like "oh btw, there is some mild brief nudity with some pillow talk," please slap on the Brief Nudity and Adult Language LABELS

If i look at the screenshots in the shop i see prisoners with knifes, much blood, riots and a guy on a electric chair...did you miss that ?
Its very oblivious this is NOT a game for kids (its also way to complicated for a 9 year old anyway) !

- Research a game thoroughly before buying it for, or allowing, a child to play it.
- Contact the developer if you have an issue about the content and ratings (or lack of). Sometimes things slip past them in development.
Also, I didn't mean to sound so rude in my comment. Apparently some people did, and that's mot helping anyone.
This is the best tip for any parent to buy a game for their kids: research the game. Every game is rated in some way as it is required by law. GTA V, as an example, is a game rated as M, or mature, so it is only for those that reahed the legal adult age, which is commonly taken as 18 years old in the world by these rating systems.
Prison Architect is obviously a game from every perspective for adult audience, or teenagers at least. The store shows the violence that can happen in the game (the campaign has a riot happening at some point and it can get brutal) and it is directed for mature audience. Even the images in the store shows the game it is, you have a person sitting on the execution chair and a fight wih blood involved.
This is a topic of discussion which should be taken more into account when dealing on how to deal with kids.
It's a game about managing a prison, it has drugs, weapons and gangs; prisoners can overdose and they can start rioting and kill other prisoners and guards.
Yet you're more upset about 1 campaign containing 1 scene of partial (/covered up) nudity and moaning sounds?
-It's rated +16 though, it's on the PS4 case and on pegi website, so maybe they forgot to add it to the steam page.
No offense, but unless this is just really weak trolling on your part, you should spend some time working on your decision-making and parenting skills.
