Guards only man security terminals if they are available, so during a riot, don't expect any guards to man them unless you have a bunch of them. It is theoretically impossible to change the "priority" of a security room, as then guards will only get stationed there. Only spare guards do that job.
I would suggest hiring more guards until you have at least five to ten guards available at all times. If you have already done this, then I have absolutely no idea. I, unfortunately, do not know why cooks are taking the guards' positions instead.
Maybe my cooks have just had enough and are trying to earn their way out of the kitchen by proving themselves useful?
Well, presumably, if they were unpowered - and thus inoperable - that would prevent anyone from using them, including cooks.
Though cooks using those things at all is weird in the first place. Didn't think that could even happen.
@pukeydwarf As I wrote in the OP I have already tried assigning/unassigning the area, even firing and rehiring all staff. This appears to be a full on glitch that may have begun with the new patch.
In order to continue I basically just have to hire an extra 30 to 40 cooks and let them continue doing the work like normal. But for now I've given up because like I said I spent days designing this prison and I cba redoing it all.
