It gives you more to think how to design and expand your prison. I think the devs want people to start with enclosed facility first (one huge building) and then, if you decide to make something outside, outdoor - you gotta be well prepared and have enough of funds.
Yeah, but can't they chose to go over it anyways? All it does it injure them if they do chose to try it, as well as deter others from trying. I have no idea how much damage it does, but it doesn't fully block the escape route.
And a prisoner who jumps from a tree can bypass it entirely.
To quote MekaDovah:

If im gonna spend that much money on a barbed wire fence, id like it to stop them fully.
If it were maybe 50$ Id be a little more understanding.
Make 2 or three walls that are barbed and it doesn't matter how healthy a prisoner is since they WILL DIE from climbing over them.
EDIT: Also it doesn't need to stop them from climbing since you can route them to climb where you want them to.
True enough, but in my tests I have yet to see inmates even try to climb walls if there was another wall beyond it, barbed wire or not.
In my main prison I strengthen my perimeter walls by placing a fence around the outermost area (perimeter walls are as weak as open dirt to digging if they're the final barrier for some buggy reason). Every escape attempt I see there involves rope being brought along so I assume they intend to use it on the final fence after digging under the other walls.
You could intentionally leave one section as a one wall to hop over to freedom type of deal to make it enticing to prisoners..... of course nothing stops you from having this wall be part of the Kennel full of guard dogs which is adjacent to the security and staff room where all of your other guards with tazers and shotguns reside as well...
