Prisoners getting out via fences
Can anybody clarify how my prisoners are getting out via my fences?

It says on Wiki "Fences won't be attacked or destroyed by prisoners." But the animations look
like they are attacking the fence and there is no dirt pile like when they tunnel out of cells.

Can they break them down if the extra escape options is active?

If you have the "Escape Plans" option enabled, they may be able to craft ropes from prisoner uniforms while "working" in the laundry room.

Then, when they think the coast is clear, they make an escape attempt by trying to climb over the fence to freedom.

Honestly, it's much more realistic with that feature, just like in real life. It can also be used as a digging tool.

You can counter tunnels, ropes, and increase your overall prison security by:
Building a second, or even triple, wall/fence. Perimeter wall works the best, as it is the slowest to dig through and it is, generally, quite tough, but the downside is its $200 a square cost. It is, however, worth it for the endgame, or if you've just got a bunch of money to blow on decor and/or security.

Placing barbed wire on your fences. There's, well, not a whole lot to say about this, except for the fact that it costs $200 each square.

Ensuring there are sniper/guard towers watching your outer prison walls. This is obvious, but prisoners generally won't attempt to escape if they have to go through high and tough fencing, snipers with extreme accuracy, and barbed wire.

Furthermore, fencing MIGHT be destroyed due to two potential hazards; a fire or one of those random events.

Try these methods and see if they work for you!

Most likely they are indeed climbing over but the animation is not clear on what they are doing.

Their hands are going back and forth as if punching, is this the climbing animation?.

I am going to put some barbed wire on the fence to see if it confirms they were climbing.

Yesu~! This definitely sounds like the prisoner climbing animation.

I'm sure they won't attempt to climb if they think the security is too much for them. :o

If I'm not mistaken, prisoners who are strong can climb fences without a rope. Also, more guards in place where prisoners can access fences will improve security and make them less likely to climb.
