You mean the Fog of War visibility setting? Either disable it in your game file, or by making a new prison and disabling it there.

You can also deploy a few guards there, or a CCTV hooked up to a CCTV monitor, which is usually placed in your Security room.

The corridors outside your cells are outdoor areas. For the guards to be able to look into a cell, the corridor needs to be inside the same building. Just drag a foundation over the corridors to make it an inside area and it will allow you to see inside.

That said, you're going to be disappointed, because you still won't be able to notice when an inmate is digging a tunnel, because the game doesn't show that. It always looks like they're sleeping peacefully, bescause the prisoners are smart and set up decoys with painted basketballs or something to make it look to passing guards as if everything is in order. The only indicator the player gets is that their sleep need won't reduce.

Another indicator is the high amount of tools (drills, wooden pickaxes, etc) in that cell, or a high number of yellow flags generated by doggos.
