Halden Prison Method
Halden Prison is a Norwegian prison that looks like a hotel that I'd like to try recreating. I'm wondering if, regardless of prisoner grading, pampering my max security prisoners and making their stint more like a vacation will bring down their reoffending percentage and keep them from making problems in the prison?

Ultimately it boils down to needs. I made a prison with harsh tiny cells that should suck to be in IRL, but because I ended up meeting prisoner needs, they're actually pretty happy. In another the cells I thought were kinda nice - private radios and prayer mats - but because they had to share them with others, they're more miserable due to the privacy need not being met.

Meeting needs does make them less likely to misbehave. Doesn't prevent it, but reduces it. Volatiles will always be a problem. I distinctly noticed that happier prisoners tend to steal less contraband. This can help their re-offending score indirectly since the less they misbehave, the less negative marks they'll get.

But if you really want to bring that percentage down, you'll need rehabilitation programs and not rely on suppression to control them so they'll attend the programs more and pass them more readily. That's also where treating them decently comes in because you're basically using it as a different means of control other than suppression.

If you really want to brute force it, you'll want The Pacifier as a warden since he takes out a flat percentage of the danger level, greatly reducing the chances of prisoners getting violent even if things aren't perfect and giving you more flex room to not have to rely on force or fear to control them.
