Prisoners wont move to new cells.

I noticed i have #10 prisoners in #3 cell, so i built some new ones that are nicer. I waited multiple ingame days and no guards transfered them. I tried to do it manually but they just walk back to their old cells. I cant bring in any new inmates because they arent deserving of the better cells, but the ones that are deserving of them wont be transfered, so i get prisoners stuck in the holding cell. Help?

Screenshots would be nice. Post one of your prison, cells and one more of your deployment screen. Make sure you don't have any outdated mods.

if the prisoners are behaving bad they wont be able to enter you must build some normal cell or build a holding cell

like i said i have prisoners that are deserving of quality 10 cells, but are staying in my worse cells instead of my better ones.

the bottom 2 are med sec, top right is min sec, the top left are the fancy cells intended for any sec that have good behavior. Also i have no mods.

Did you check what happens when you dezone (remove) holding cell room? Prisoners should be moved to lowest/highest cell they deserve. It happened to me several times that some of my prisoners were moved to the holding cell when there were no any cells that would fit prisoner's rating. The only solution to that was removing the holding cell or making it staff only so prisoners could not be assigned there anymore.
Also can I see how the whole prison looks like? Maybe there are some staff only zones or something between the cell blocks and other parts of the prison that prisoners need to access such as canteen?

Try Uncheck ""Use Quality Ratting" on policy tab
it will allow even bad prisoner to use high quality cell

Cell distrobution, on or off, try turning it off, then back on, or just simply delet the cell zone they are in and add it back!

thanks for all the replies, just an update, when i set the cell block to min sec only it soon got occupied like I wanted, but when i set it back to shared they all left the cells. I guess my best option is to make 2 fancy cell blocks for min sec and med sec seperately.

I'm wondering when the game decides to move prisoners to different cells. I've had high quality cells empty, obedient prisoners in poor cells, and new prisoners not moving from the holding cell due to not enough low quality cells. What would make the good prisoner move?

If quality is on and a prison is doing somting bad there lose some luxe stuff so a cell can become to luxe for then. Prisoner bad cell less luxe prisonee good prisoner more luxe. I have always min 5 luxe cels.
