Do not punish the leader of a gang, that will cause unrest to skyrocket, they usually don't get their hands dirty anyways, unless they're Volatile or Instigators in which case kill them.
Also be on the lookout for traits like Snitch and Ex Cop and stick them in Protective as soon as you can.
Do not let them claim any turf, especially places where prisoners HAVE to go, for instance if Green Gang were to own the only Yard and it's Yard time, once Red and Blue enters, it will kick off.
When it comes to max and super max, try to avoid letting them all gather in one place at once when possible, for instance put showers in the cells instead, saves you from having to deal with contraband obtained from showers if you're using mods and doesn't bunch up the prisoners when they're at the crankiest and they're always cranky in the morning before they've eaten. Having several different cell qualities helps as well to encourage good behaviour, they don't want to lose their top notch cells. And having access to a chapel is important as spiritual prisoners tend to be less rowdy once you've satisfied that need.
But frankly though, I'd just start over, the way you described things, it sounds like you'll soon have a staff strike on your hands with that many staff members killed and the number of gang members is just ridiculous. The absolutely worst thing about gang members is that they don't work, which means they don't bring in any money and they usually have high re-offending rates, they're overall just a drain.

Don't kill the leader as it will cause more issues and riots, infact don't kill any of the leadership of the gang since the game will just send more gang leaders/lietenants to you.
Locking only the lietanants and leader in supermax is you're best bet and if you want to legitimately get rid of them refer to my guide which explains a way to get rid of them.

How do i stop gang members recruiting?
Actually they dont react at all if their leaders are in their cells and somehow the doors cant open so they starve. No reaction, and just do the same with new leaders. If you think its better to make a whole wing for supermax be my guest, but starving them is best imo.
You dont have to punish them to lock them in their cells :) Wait until bedtime, then lock the doors.
Bad idea since that would involve him dieing and if he dies the gang members will be pissed off and attempt to start a riot. You're prison will recieve another leader anyway which may not be worth it.
Better idea, let two lietanants of differant gangs into genpop on purpose, de-zone every common room except 1 yard of you're choice, wait for both of them to play the same area, get some popcorn, lock the doors once they're all in, sit back and relax. Then after send in some armed guards on freefire to finish off the rest.
Nope, wont happen if you just look the doors, aka DONT PUNISH THEM. Just let them sleep in heir own cells, lock the doors so they dont get food. And they slowly die. They dont seem to mind very much. For OPs problem, its better to kill off the leaders than let him recruit everyone to the gang. So much better to kill the leaders as they come.

During this time I sent the rest of the gang to solitary for days. It's important to not use permanent solitary or they won't be chained up and powerless. Their urge to riot lasted about 48 hours.
Even without the mod, if I can tell trouble is brewing (like the leader is off to a parole hearing and I know he ain't going to get it) again, send the whole gang into lockdown or solitary so they're in shackles and defang the entire gang for awhile.
With the numbers posted, solitary might be a bit overcrowded unless you got a lot of cells, so lockdown might be the better option. Tedious with how big the gangs are, but might be what is needed to bring things under order until you can isolate the leaders and lieutenants and seal them away from the rest of the population.
TLDR: Lock up the grunts, isolate the leaders and lieutenants. Dismantle the gang after order has been re-established. Kill if necessary by any means necessary.
