When a prisoner is shackled, they cannot make an attempt at misconduct - this includes legendary prisoners - therefore even legendaries can be perma solitaried permanently effectively. However, if a gang leader is disciplined, the gang members will get upset. Hope this helps!

Actually, I noticed an extra rub to that. Yes, when put in lockdown or solitary, prisoners get shackled and can't do anything bad while shackled even if legendary, BUT this only applies if they're on a temporary punishment and not on Death Row. If they have the actual Permanent Lockdown or Permanent Solitary punishments applied to them they will not actually be shackled.
Death Row prisoners are also never shackled so if you got a legendary Death Row prisoner starting to riot, your only real recourse is to shoot him and eat the fine because he will never ever stop.
In my experience with permanent punishments, the inmates were shackled, so that's a bit odd.
Regarding the death row inmates, that is correct. Even though they are death row and don't follow regime, they still have the autonomy of a basic inmate.
