Do security cameras still serve a purpose if fog of war is disabled?
Lets say in a cell block which is not patrolled by any guard. One inmate starts to break out, no guard is around to react to it, but the camera captures it, will my guard still be alerted and react to it?

The CCTV cameras themselves don't alert guards to a misbehaving prisoner unless you have fog of war turned on. Let's say that you have fog of war turned on, and a prisoner starts to trash the TV in a common room that has a CCTV camera in it. When the camera eventually clears the fog of war and reveals the misbehaving prisoner, a guard will be sent to subdue the prisoner. If you have fog of war disabled, and this prisoner starts to trash the TV, a guard will be automatically sent to stop him because he is not covered by fog of war. If the prisoner is misbehaving inside the fog of war, you or your guards won't know unless the prisoner stops being covered by the fog of war. So, basically, if you have fog of war disabled, CCTV cameras are basically useless.

I am playing without fog of war, but from my observation, guards only react if the inmate is close enough in range. Like if i have a cellblock without guard, and the inmate who is from the most inside cell starts to trash everything, my guards wont know about it until the inmates bumps into
one. One of my janitor died like this because the inmate had all the time in the world to attack him.
Ironically, my workers will magically know theres something that needs repair.

Yeah, my prison probably shouldn't be my source of information, because whenever a prisoner causes trouble, he gets hit by 5 different guards with tasers.

This is because guards operate in a certain range indeed. Start with cheats enabled, press F9 and tick the Influence box for realtime data on which areas are covered.
