Sink on toilet?

So, real prison cells have a sink or a toilet/sink combo. And the toilets in the game have them on the tank, but they don't impact hygeine at all.

Was there a consideration for them to positively impact hygeine in future updates, or is that too minute of a detail?

the sink if it did count it would do very little for hygeine
