Report a translation problem
Make sure any passage out of Max Sec is marked off as staff only or something. If you haven't built it yet, a whole wing with only one or two ways in or out will do.
As long as the passages (and they can be tiny) are marked off, Max Sec will stay put and the rest of the prison remains open to your other prisoners (as the same barriers keep them from getting into Max.) Make sure to check for every possible exit. If you miss even one, they'll use it to get out.
Also be careful this doesn't enclose your Max Sec prisoners off from anything they need access to.
What you also can do ist to build some microzones at the entrance of the area and mark them as the security level, so only this security level can pass.
to make some shared rooms, you can build several entrances to a certain room
In one of my prisons I have certain places with a med sec entrance and max sec entrance so only those prisoners can enter there but the rest are blocked off. You could do something similar.
