You don't need a perimeter-Wall for this, and Fences are cheap.
Available for purchase on the black market? Where is this black market? Is it inside my prison?
Does it mean how many contraband of which type are still in inmates' possession?
Does high supply of weapons mean somewhere in my prison theres a huge amount of weapons waiting for be traded and purchased from other inmates?
Or is this black market outside somewhere and theres nothing we can do to change the supply value?
I mean our best interest is to make sure the prisoner dont get their hands on anything anyway, so why do I need to know about supply, which is somewhere out there out of reach anyway?

Almost everything that guy said is wrong. The supply is the amount of a particular contraband that is already circulating in your prison, or on it's way in on trucks. It is contraband that is already on the map. You can reduce the amount of supply by making sure you have guard dogs sniffing out smelly contraband and metal detectors placed through out your prison. Combine those with regular shake downs to reduce the amount of contraband in your prison.
I thought I have contrabands reduced pretty well, thrown contrabands are gone now, only the ones that are brought in from outside thru the main gate, or smuggled thru visitors, but i already have metal detector n dogs guarding these 2 places. From time to time they might steal a syringe from the infirmary or a drill from the workshop. And thats about it.
Then i looked at the supply chart and everything was still pretty high in supply.... even freshly after a shakedown...
Maybe Just Put your Savegame into the Workshop so weit can have a Look at it.
A few General hints:
-Place a closed jail-door between your detectors and the prison. Workers will Not Stop If they carry Something that triggers the Alarm and a guard has to follow them through half your prison. A jail Door forces them to Stop.
-have More dogs than you need and Place as many kennels as you can. (Can be Placed inside and Outside). Dogs get very tired very fast and move slow. So to few dogs and to Long walkways May result in your patrols being abandoned half the time.
-a Dog patrol, following the street up and down is able to sniff boxes and prisoners before the Trucks and Busses are unloaded.
-prisoners, Catched by detectors or guards and dogs May be able to trade Contraband to other prisoners nearby, so the searching guard will Not find anything. Use multiple detectors, have guards stationed nearby and try to avoid bottlenecks where to much prisoners Pass through to few detectors to avoid this.
-make Rules, that If a prisoner is Catched intoxicated or Drink or carrying any Type of Contraband, He and His cell are searched as Part of the punishment-system. This also help with Tunnels.
When did you do the shakedown? A good time for that is when everyone's gone to sleep. They can't get fresh contraband in their cells (unless they have the Connected trait). If deliveres came by with contraband in them, you may need to screen them more thoroughly and check places like the kitchens once in awhile.
