Shops require several things:
1) shop shelves to stock items
2) a table to put delivered boxes, basically a go between from delivery to shelf
3) a shop front, which requires being put into a solid wall
4) at least two prisoners to work the shop, one to man the front (or one per shop front), and another to stock shelves.
5) a regime that has both a work timeslot scheduled, and a freetime scheduled. The former to provide labor for the shop, and the latter to provide customers. This can be split between different security groups (manned by min sec, but patronized by med sec), or split on one security group with the "Work/Freetime" slot.
6) Prisoners need money to purchase from the shop, as such, other prison labor jobs are required to put money in their pockets.

What shops do:
(+)Provide for multiple needs: comfort, hygiene, hunger, entertainment. (nudie mags, shampoo, chocolate)
(+)Provide a small amount of income from prisoner purchases. However I haven't followed enough of the finances to see if the cost of new shop items justifies the income they provide. I would assume they'd at least net a zero, if not an actual profit.
(-)Provide an avenue of contraband into your prison. Be sure to patrol k9 units near deliveries, and have metal detectors in the delivery route.

I keep multiple small shops throughout my prison for ease of access, as I don't want a prisoner burning up their free time walking across my prison to satisfy fewer needs.
