Trucks stuck on road.

Hi! I need some help. One delivery truck is blocking the rest of the other trucks from moving and I'm not sure why. It happened after the truck driver was knocked out and his truck was stolen. I stopped it thanks to road barriers but since then it just stays there. Any help would be appreciated.
I tried:
-Restarting the game
-Reloading the prison several times
-Search the prison for keys
-Locked open all roads barriers

hm... maybe try removing the deliveries and garbage zones for a while and see what happens

I would remove the gate entirely and see what happens

you could also dig into the savefile, find the truck entity and delete it
