Psychiatric Consultation Issue

Every time I schedule the Psychiatric Consultation program it says "No Regime Time Slot" even though I have all 4 programs I created scheduled during the work time that was changed to program time once placed. Is anyone else having this issue? Is there a fix for this or is it something I'm doing?

Edit: I solved my issue. What the game fails to mention is that this can only be set during work/ freetime and not work/lockup. Still think this is a bug and if it is, shame on the company for not fixing a problem as big as this. If it isn't the game should have put in some kind of instructions.

Edit 2: That only seems to have worked in the males prison not the females prison I made.

It is a bug, work/ lock up should work the same as work/free time. I checked my previous prison and all my programs were asigned in work/lock up hours and worked perfectly fine. In my new prison only consecutive work/free time hours work, have the same "no regime time slot" issue with work/lock up hours.

That freetime/lockup regime difference would explain why I could assign my normal prisoners to alcoholics group therapy but it didn't work on those in protective custody. It didn't have any difference before the update though.
