How do I get a Legendary Prisoner?

Is there a like a mod or something to get a legendary prisoner? Can I change my prison-file to have one?

You will get them randomly when you get new prisoners but they are rare.

To get legendary prisoners you will need to make sure you have "MAX SECURITY" intake open. Legendary inmates only arrive as MAX Security. the larger your prison is, the more chances you have to get one. You can go into create new prison and enable "The big house" on the Mutators tab and all your inmates will be legendary.
