just keep your prisoners 10sq'q away from the outside wall and they can't get to it
I have 2 perimeter walls with a 10 space gap between them. Dogs patrol the space in between and it's marked staff only. No contraband can come in over the walls and it takes so long to dig under 2 perimeter walls that the prisons always get caught before they get past the second one
If you want to make that gap useful you can place dog kennels, staff rooms, tree nursery and other staff only needs as small rooms between those walls, just be sure the doors into it are air locked (2 door trap rooms with a guard stationed inside)
