Yeah that's pretty much the only option. I didn't mind them getting a bunch of rope. I didn't even mind them trying to escape. But I was annoyed that they were using them to dig somehow so rope effectively became the new wooden pickaxe, which rapidly became annoying.
I like seeing them try to escape my designs, but when they spam the same method over and over it becomes obnoxious.
That said, if you have the mutator on that makes metal detectors detect all contraband, then you can catch people with ropes too. It just also makes the detectors consume 5x more power each.
If you have any mods enabled, you can check out the mods files in app data/local/introversion/mods/[mod number that is shown at the end of the URL on that mods workshop page, ie 1788202972]
Under data there should be a materials.txt file, openable in notepad. By searching rooms, ie Laundry you can delete the contraband line: BEGIN Contraband Id Rope END
This tells the game not to spawn rope as an item in that room any more.
Disclaimer: If you do undertake this, be sure to back up files as you edit at your own risk. Secondly, this may alter your prisoners ability to execute game behaviours such as escape plans if there's no source of rope. It's cheating for convenience, so if that's not your style then be prepared to lump that rope is an undetectable item, like clubs/broomhandles or whatever they steal from cleaning and can only be limited by regular shakedowns and searches.
