Make sure they have available access to a parole office for regular check ups. Their case gets reviewed periodically and the % chance of a pardon, commutation of sentence or being found innocent decreases each time. With every review the % drops or they get released, or they get commuted to a life sentence.
It's really up to you to decide how long you want to wait and how many reviews of their case you want to allow until the % of them being found innocent or being commuted to a life sentence has decreased.
If you don't execute them right away the reviews can take 10 to 15 years to complete. I usually execute them at 50% or better and take my chances.
Yeah, I know how the process in game works. My problem is that I started a prison in warden mode and I now have 1000+ max sec prisoners with death row inmates. I have an internal policy that any inmate who commits murder is upgraded to death row (through mod manual activation). My problem is that i have a large number of death row inmates, so the process of actually starting an execution (locking prison down, calling family, preacher, etc..) takes 3-5 mins for each inmate. I had to stop playing my prison, because I couldnt spend the entire time going through the execution process due to the amount of deathrow inmates. Since I'm playing in warden mode, it would be so much easier to disable the "self defense" fire only mode so that I can simply just execute death row inmates as soon as I want. I would still make sure that the pardon % is acceptable before executing, but the point is that it's saving 3-5mins per execution with the demand of 20+ executions per day.
The mod was a solution to the problem of having max sec inmates murder without consequences. Why shouldnt you be able to upgrade a max sec inmate who murders staff to death row?

Because a warden does not have that power.No prison warden in the world gets to decide who is on death row or not. The most they can do is change prisoner security tiers (min/med/max). They don't get to pass a sentence as a judge, jury and executioner all in one.
You might as well just be murdering them by walling them into a room with no windows and doors and letting them starve to death if you are going to bend the rules this way. You have that ability.
You can also surround your prison with sniper towers and give the inmates you want dead an easy path to attempt escape, then let them be shot dead.
If you are just going to break the law, why hide behind a mod?
Place many armed patrols and sniper towers in and around it.
Or, here's a crazy thought - find a way to stop your inmates from killing each other.
To finish off that series I made a special 2-part Fight Club episode where I upgraded all prisoners to Super Max, deprived them of their needs and piled them all into the Super Max area ;)
As warden your job is to manage the prison, not be judge, jury and executioner.
In my time playing, I only ever sent one prisoner to the execution chamber. That moment was recorded and I added in some special music for the moment. Uploaded an excerpt of that video to Steam. Never felt the need to execute a prisoner after that.
this will allow most or all prisoners to already be in their cells. and allows the process to carry out faster and smoother. i think i have even done as many as 2 executions during overnight hours. but it was really tight on timing.
executions can cause massive issues throughout all areas of the prison if carried out during the prisoners normal routine. so try to run them every night, also remember that effeciency in route planning and overall layout of the prison is key here to. as choke points for the visitors and attorneys and any other personnel on their way will eat up precious time while they are en route to the execution room.
