in the campaign i have the quest add telephone to all yards when I add phones
the mission turns out it's not done, like that

Do you have more than 2 Yards?

If you open the Rooms menu, next to the Yard button it should show the number of Yards you have in total.

If you only have 2, you could try rezoning them.

now i have five yards on each minimum 10 phones, And it still doesn't work

Do you have any mods installed that might be causing a problem?

You could upload your prison to the steam workshop, or host the prison save file somewhere, then add the link here and I will take a look.

I have the same problem. Now my prisioners don't need to hide smartphones anymore since they have a public paid telephone each 2 meters but the mission is not completed.
