Main objects that create heat above prisoner's desires
-Power Station
-Cookers
-Boilers

Make sure that prisoners aren't near these areas for too long. However, prisoners working in the kitchen are fine, as long as they can get to a cool area. Use radiators as the main source of heat for your prison.

"Air conditioner"...Is that a mod? Or did you mean something else?

My entire prison is at 30 degrees which isnt too hot but my prisoners are overheating

But....they are overheating. Which, can be a term for feeling a little too warm.

It should be around 66 degress (Fahrenheit). You have boilers inside buildings...Remove them.

Replace them with radiators. Move the Boilers outside (You can just remove the foundation where the boiler is)

30 degrees celsius is actually pretty damn hot. 21 is normal.

If the outside temperature is the same as indoors, then there's nothing you can do to cool it off. That's just how the summer is.

The air conditioner might be from this a
mod from the vending machines

Basically the air conditioner in this mod is a item for the room “Cold Storage” that the mod puts in game for your snacks and water and you can build vending machines that your inmates can pay a buck to get a snack or water

But I have not seen the air conditioner actually lower the temperature before or I haven’t checked if it reduces heat
