Report a translation problem
It is always low, if your inmates are constantly complaining abount unfullfilled needs or if there is violence and death all over the prison, because they get paranoid and fear for their lifes.
At first you can support the demand by increasing the luxury value of the majority of your cells to 5 (but still have cells below this value). If money is not a matter, you can also raise the quality or amount of provided food.
At second, identify snitches and Ex-laws as fast as possible (ideally right if they arrive at your prison) and get them in protective custody. And last (but not least) put volatile and deadly characters in quarantine.
The former one will increase the overall happyness while reducing the amount of contraband you have to deal with. And the latter reduces the amount of violence in the prison, making all characters feel saver. Both together should result in a remakable increase in demand for education.
Finally you can build a shop in your prison. The chance to buy something will increase the overall readyness of your prisoners to work. But keep a look at it because it privides an additional source of contraband.
Oh, and of course, only prisoners, who have passed the workshop-safety course can apply for carpentry.
Beside of this you should have cells with less, and with even more luxury. I have aproximately 5% dorms with Just a bunkbed and a toilet (Rank 1) and also a Few very luxury cells with a size of 4*4, and an additional Radio as Well as an office-desk (Rank 10).
Every inmate Who stays unsuspicious will slowly gain luxus-previleges and finally be transfered into a better cell. If a inmate violates the Rules, He or She will loose all previleges and goes Back into a lower cell. This calms down the prison very much because Most inmates don't want to risk their previleges.
If you then seperate all snitches, ex-cops and agressive inmates from the Rest of the Population, there should remain almost No violence in your prision.
