It took me a while to figure this out too. I would also advize that you put a few toilets in there and make sure that its heated. Having a few Tv's and maybe a few pool tables help too with making sure your staff is happy. Since thats the only room that gives happiness back to your staff make it as nice as possible. Also, if your staff is large enough you may want to put a few serving tables in to make sure they have enough room for stored food. Workers can sometimes take a while to restock it if they are doing other projects like building a new wing or something.
Also, I would suggest you try to put your staff room near a kitchen as your cooks will need to collect the dirty trays to wash and restock. Having them walk across your prison to do that is very inefficient. It also hurts that it seems that a cook will go in there stack up a few dirty trays and then leave and go back to the kitchen without them. Another cook will then come and retrieve them once enough are stacked up it seems like. WHy the first cook wouldnt just bring back what he stacked up is beyond me but that seems to be the game works.
