He's asking specifically about toilets outside cells.
If the toilet is not in a cell / dorm, but within the cellblock (in a common room, shower room, etc) you can still search the entire cell block from that toilet's dialog menu. It's true that if the toilet is outside of a cellblock, it can't be searched (even tho there is an option for it). As mentioned though, searching toilets is used to find tunnels. I don't see why you would need to search for a tunnell where there are no prisoners to dig.
