Prisoners have to have the desire AND intellect to actually attend the class.
There are certain instances where no one will attend classes, goto work, etc...I discovered in one of my games all my prisoners were in dorms, so they had no 'privacy', and no one ever worked/went to class/etc....I do not know if it was directly related to just the privacy, but besides the dorms (2 people per room max, nice amenities, treated very well, fed very well, etc..) there was nothing else that would have prevented them from classes/working.
