For the main question, No idea, I always just leave them do their stuff while i get money to build them an special cell and stuff
the most important thing is to research the thing that lets you give permanent punishments . When a gang leader gets in trouble you can then pause .. give him a permanent punishment and then remove the punishemnt without unpausing , this stops the trouble from gang memebers getting annoyed while the leader is being punished , thats how riots start. Removing there punishments is the best way to stop trouble.
If you want rid of a prisoner ( gang leaders usually get replaced though ) have 4 armed guards patrol outside the cell block , when he starts trouble let the armed guards open fire and they stand a good chance of killing him. This causes trouble though in the short term , i think the method above is better.
Which is me authorize Free Fire on for a whole day, they often calm down after a few death.
