You're correct in saying though there is a clean tray bug vanilla. Murgh's mod does actually help that a lot especially with his recycling mod as he mentioned. Even the rare occassions you are out of clean trays the staff will just use vending machines and never go hungry so the clean trays aren't even a problem anymore so nothing to worry about.
AI isn't good at choosing where to do things, going from one room to a far off room when there was one closer, so having more stuff in fewer rooms reduces travel.
Dirty trays when not where they should be are taken to canteens and staff rooms. Then from the LINKED kitchen they are cleaned at the sink. If you have a massive pile of dirty dishes in a staff room then go into food delivery logistics and make sure the staff room is linked to a kitchen. You can shift click to multiple. You may need to manually do this. The game doesn't seem to automatically link staffrooms.
