If you‘re playing with criminally insane inmates and don’t have a padded solitary cell, those criminally insane will not be brought to a normal solitary cell, meaning they’ll stay in their cell with cuffs. But since they’re next in line, no other prisoners will be brought to solitary cells either since they’re not next in line. The game will strictly follow the order of assigned numbers.
This results in no one using your solitary cells.
Occasionally, the criminally insane might die and that’s where you see some prisoners get moved to a solitary cell again, since they’re next in order. But as soon as a criminally insane prisoner comes in order again, it‘s back to the beginning.
TLDR: Have both normal solitary cells and padded solitary cells. Prisoners are assigned a number in which order they’re put into solitary, and that order is strictly followed.
