(SOLVED) Why can't my prisoners detect my prison cells?

I have 22 prisoners and 26 empty cells. They all immediately went into the holding cell and stayed there. I tried removing the holding cell, but when my place my mouse over them, it says that there are currently no cells open (When there are 26 unoccupied cells...) If anyone could help, it would be greatly appreciated!

Turn off cell quality if its on, thats sometimes why

How exactly do I turn cell quality off?

I don't think it's cell quality, the mouseover would say "All the cells are too high quality" or low quality, or something. But it's the checkbox at the very bottom of policy: "Use Cell quality ratings"

Have you tried manually assigning prisoners to cells? (Left click prisoner, right click bed in a free cell)

I just tried that. It still continues to state that there are no free cells for this prisoner.

I just noticed as well that when I use 'Fill Capacity' for my remaining slots, it says that the next intake is 0, even though I have now currently 48 empty cells, and 22 prisoners... However, manually ordering new prisoners works.

Not a zoning thing? (med sec cells, max sec prisoners?) Tried making cells shared access, and deleting all the cell rooms and remarking them?

I would definitely try disabling all mods really quickly an seeing if that fixes, and if so, re-enabling them one at a time to find the culprit.

That seems to have fixed it. Looks like "Prisoners of War"'s renaming of Cells to Bunks seems to make prisoners unable to recognize them as Cells. Thank you. :)
