Campaign - Riot Guards freeze in riot zone doorways

I'm on Campaign 3 and when I send in my riot guards they work fine in non riot zones, but as soon as they move through a door way into a riot zone they freeze. They won't move, and they no longer attack the rioting prisoners. The prisoners just beat them to death and there's nothing i can do. Any ideas?

This is happening to me now too. Don't have any mods installed, saving and restarting doesn't seem to work. This seems like a new bug since I've owned this game a long time and have never run into it before.
