Prisoners won't sort books.

I have a largeish prison, and it has 271 prisoners. Around 100 of them have a cell, and the others are all bunched up in a holding cell, waiting for their cells to be built. Now, my problem is I made a library, it has library shelves, sorting desks and a bunch of chairs in front of the sorting desks.

And my prisoners won't sort the books and put them on the shelves like the game says they will. I have the books in bags in the library right now, but the prisoners just use the library to pass through to get to other parts of my prison.

Why won't my prisoners sort the books?
