If you want to increase your chances of pulling epics or legendaries you need to pull them on x2 event days and pay attention to what kind of x2 as they can be for specific shard types only.
They are a bit complicated to explain, but the game does go into detail about how they work.
For a newer account the time to pull shards is the x2 events. The +1 free lege is only good if you *know* you are near the mercy limit and expect a guaranteed pull. The progressive events are only good if you've tons of shards to pull. By tons, I'm talking hundreds. Overwise, its just pot luck, which is fine but don't expect to get lucky.
It does clearly say how the event works in the information, nigel. The news describes it and specifically says the chance to pull an epic isn't increased along with the rest of the explanation, then the event itself does when you click on the 'i' icon next to the button to pull the shard.
