What exactly do you mean by glitched? I actually played through this mission a couple of weeks ago, and I had no difficulty dropping the illumination bomb and continuing with the mission.
I did just try Operation Starlite this morning, and found that the cluster bombs, while a bit finicky and weird, generally do work. The thing to consider is that you need to drop them inside the target circle, rather than aiming for any specific object. I find that this is really only possible when using bomb view (Z). Even then, sometimes the bombs seem to do very little. Probably, even when aiming right, you will still need to use bombs from at least two aircraft.
But it does work in general - and I was playing the release version from Steam like you, so if it works for me, it should also work for you.
Basically: you will only be able to continue if you take out all the hostile MiG-19s before dropping any bombs. If you drop the illumination bomb while the MiG-19s are still around, the mission will be broken - in that case, even if you destroy the remaining MiG-19s, the mission still won't go on. That's also why I didn't encounter this bug the last time I played the mission - it simply never occured to me to go after a ground target while the air was still buzzing with hostiles :).
I'm not sure what else might be triggering it. One thing you might want to check is whether it makes a difference whom you are dropping the illumination bomb with. It might be that it will only work with the main character?
Sadly, I've tried your advice and dropped the bombs with the main character and still, nothing happens. I did it after killing all the MIGs and even retry it (again with the main character) before killing them, just in case... No luck... Boy, that game is buggy !!! Fist, the "Hit Esc at the BitComposer screen" bug, then this ! I've even tried the Linux version and it's even buggier, but for this, I will make another thread (if I have the courage).
