Class change
My characters individual stats are maxed out. I think its preventing me from doing class change. Can I get class change if my stats are maxed?

Wiki states that class change can only happen when a character stats have increased, so perhaps you can't.
What's your character current class and what's your goal?

Trying to get Pagus to Commander. He is currently a Thaumaturge. Trying to get David to Assasin. He is currently a Guardian. Trying to get Wyndgale to Warlock but no way I'm gonna make it if stat max locks it. Getting to Warlock is super grind, especially trying to get learn Arcana.

To clarify: by max out stats did you mean that their stats are all 255 or BR of each stat is 99? If the latter then random stat gains can still happen.
Anyway you should check their skill groups with TLRPlanner of Remnant Assistant in case you haven't achieve requirements. In case of Pagus if he's not a master Thaumaturge or highter he can't change a class at all.

(That actually concerns every class in a game so if David is somehow not master or higher he won't become an Assasin either)

I'm talking about the individual stats HP, AP, STR, INT. They are not 255 but using the TLRPlanner (trainer) it says they are level "99". No one has higher than 99. And many has been on that level for a long time.

Once they reach "level 99", they are soft-capped, meaning that they can still go up once in a while but it's not as straight-forward as before.
Basically just think of it as sometimes gaining a bonus stat thanks to RNG.

Then the answer is simple: either requirements are not met and/or their current class is not upgraded. Worst case would be for Pagus if he's not a master or above and you're leveled Wards way too much. Then you would need to use Invocations until it'll become the highest mystic group, use Remedies if it's low lvl, upgrade Thaumaturge and then make wards a significant skill group.
For David, block mystic, use only one-handed and herbs (preferably ignoring shards).
For Wyngale just learn all arcana.

Is Wards supposed to be "highest" mystic or "significant"?
Is says "significant" in wiki but on other classes's webpage it says "highest". For example the Sage page says
"Commander: highest Mystic skill is Wards, INT53+"

It's important to note that TLR Planner is wrong about "significant" skills.

Significant, Highest:

A stat (STR, INT) is considered significant if it's at least 12% greater than the other one.
A skill group (Weapon Type, Mystic, Item) is considered significant if the sum of all of its skills is higher than the average of the sums of each of the skill groups (including its own and ignoring the wield style group). ie: A skill group is significant if it's greater than (Total Weapon Levels + Total Mystic Skill Levels + Total Item Skill Levels) / 3
An individual skill (i.e. Hexes, Traps, Katana) is considered significant if it's higher than the average of the skills in its group.
An individual skill is considered highest in its group if it's at least as high as the highest one.
I put the relevant portion in bold.

In other words mystic has 18+9+22+1 = 50 levels between 4 skills so the average is 12.5.
This means that remedies is too low to be a significant skill (since 9 is lower than 12.5).

Should be significant.
So for Pagus:
1. Lvl up Invocations to at least 22 so it'll become the highest
2. Lvl up Remedies to at least lvl 10, Thaumaturge should update to master level
3. Since Wards is already significant (and highest if that matters), in the next fight Pagus should get a Commander.

I have been reading all the guides but highest vs significant for Ward really threw me off!
For David, I know his Herbs is too low. Wyngale.... lol that is just arcana grind.

FYI - Im trying to grind out and finish all quests, get all Remnant Weapons for team and beat White and Conqueror 8.
