This game assumes for every quest to have the appropriate stats, so if you attempt certain quests too early, they are almost impossible to beat.
I'm not even low or high really, I'm at 51 right now and I beat the Fallen at 51... all it took was some skill grinding on Bai Ze and a healing party but this quest.... the amount of damage you take just in the first turn even though everyone on my team is buffed and split is insane, even if I got a lucky summon it dies in 3 turns and I get bashed by the second wave. Not to mention every time they attack my leaders went down.... every freakin time
nice attitude loser... didn't exploit any quest either, Sheryl is a part of my Blackout team. Try again....
I was using Bai Ze as a money source and to unlock Imperator items later and he respawns regardless of any quest so training off him is a given if I'm already fighting him. Were the hell did you read me say anything about an exploit anyway? Fail....
Its actually very well balanced. The Fallen is the only real spike in difficulty because it has to be beaten early if you want Wyngale for example. Bloody Alice can go on the backburner until you're ready for it.
Now ff7....if you fight every battle you get into looking for Yuffie in the Junon area, you've basically outlevelled the game all the way to Cosmo Canyon at least.
Likewise FF13-2 if you spend every bit of CP you get, you'll be end game ready just by trying to get a catch of the rarer monsters as the capture rate is so damn low.
Screw end game in regards to FFXIII-2 , your strong enough for secret bosses by the time you catch a green freaking chocobo or any other decent healer and train em even a little bit...
No doubt that's why your stat progression in 13 was capped.
