How to increase unit number in one union?
I have 3 BR but my unit number max is still max 3 unit for max 2 union?
Is there a way to increase it or do I have to just level up BR?

It has nothing at all to do with your BR.
As you progress in the main story, the number of units and number of unions will increase.
For hints about how to proceed in the main story, always ask David in Athlum Castle.
