Question regarding Rush as a Ninja and weapon choice
So I am starting a new game and I was planning on making Rush a Ninja this time around. My previous games I've always used Rush with a 2h Katana or Sword, so when it comes to dual wielding, I'm a little lost.

1. Should I still level the One-Handed skill tree along with the Dual Wield skill tree?

2. As a Ninja, should I keep Nightbloom for myself? Or is Irina or Emmy the better choice?

3. If I use Nightbloom or Tataraichi, will I be able to learn their special weapon art abilities if I'm focusing on the Dual Wield tree and not the One Handed tree? Do those special weapons require a certain amount of skill points in One Handed in order to learn their abilities? Or can I just learn them even as I dual wield them?

4. Or do Ninjas forgo those weapon arts all together because of the Dual Wield/One Handed skill imbalances?

I would advise against going for the ninja class and also wanting one-handed to be at level 15+ (for nightbloom's weapon art, 12 for tataraichi's), it would require a crazy amount of experience points that would probably be better in dual wield.

Sadly this means no weapon art for ninjas, but the class itself is strong (and dual wield's skills are pretty potent as well.

This means that if you keep nightbloom for your ninja Rush, you will most likely never get to use its weapon art (you still get the stats from the weapon but that's it).

In a normal game you'd be probably better off to realise your plans using the already pre-leveled Emmy, but I agree with Fel that it would be an insane amount of grinding needed.
In a NG+ however it's possible to go for Ninja with Rush if he's using a Ragna-rock to triple his DW EXP. He usually can be Ninja until mid-game. Whether it's worth it to grind OH skills for a weapon art is debatable. Probably not, since he already has Omnistrike.

To answer your questions 3 & 4: Leveling DW will not help unlocking WAs tied to OH skills.
Ninjas do not forgo the ability to learn WAs tied to OH skills, since that class allows changing wield styles during combat.
