The Gates of Deceit and Sword of the Dead is bugged

I spoke to the Duke of Ghor before and after every Base and everything, but he just won't give me the quest. All he says is "What is it?" and there's no messengers in the Pub. I tried leaving to the world map and coming back a few times as if it was a bonus stat thing but to no avail, he just says nothing different.

I haven't met the God Emperor yet, am I missing something else I need to do in order to unlock the quest?

There is a red bubble before any bases are attacked, one after 1 base, one after 3 bases and finally one after 5 bases making 4 total. Only if all 4 have been cleared will this quest become available after the Darken Forest part of the story post Koenigsdorf.
