Also possible that your antivirus is slowing you down. You might try to add the TLR application directory to its exclusion list.
Well assuming you have more than one storage drive, simply create this direcory on it:
Steam\steamapps\common
and place the last remnant's folder into the folder called "common" and delete the game's local content from steam (to remove it from its old directory)
Now open steam choose the last remnant and click install. Now point steam to where the game's files are and it will discover the existing content for the game and you'll be good to go.
Its possible, but the game has the same issue on my laptop: it stutters really badly when you engage enemies in deadlock/use arts etc. My guess is its due to its streaming problems. Once I moved it to my ssd, the game was able to access assets faster and the stuttering went away for the most part. I still get some frameskipping in places like gaslin caves/robelia castle and the great sandsea/great subterraine which could be due to me having to force vsync on the game.
